Main Purpose of Job

The Department of Natural Resources (DNR), Human Resource Service, is currently accepting applications for a long term contractual Personnel Associate II position located in Annapolis, Maryland. The main purpose of this position is to support the daily operational and administrative needs of the Human Resource Service.

The selected candidate will assist the Recruitment and Staffing section with administrative aspects of recruiting for skilled, professional and management service positions within the department. These duties include, but are not limited to the following: assists with the development and review of permanent, long term contractual, and seasonal position announcements; annotates applications and reviews supporting documentation (transcripts, certifications, etc.) to determine minimum/selective qualifications; approves/disapproves applications in JobAps; assists with completing appointment packages by verifying minimum qualifications, conducting employment reference checks, and ensuring all other necessary documents have been received according to HRS/DBM guidelines; and provides guidance and direction to DNR internal customers with regard to the recruitment process.

The selected candidate will also utilize the Maryland Statewide Personnel System applications - Workday and JobAps, to assist in processing personnel employment contracts for more than 1200 seasonal contractual and 200 long term contractual employees. This position will also assist other HR units in the performance of various personnel-related tasks as needed.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes:

1. One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

• Experience with Human Resources Information Systems (HRIS), such as Workday, JobAps, etc.

• Proficient in the use of computers using standard office software (ie Excel, Access, Word, Google)

• Strong organizational skills and detail-oriented

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
