Introduction

LOCATION OF POSITION

Main Purpose of Job

This position will be responsible for the administration, management, and implementation of the personnel functions within the rules and regulations set forth by the State of Maryland. The incumbent will assist the HR Administrator with the review of payroll inputs and reconcile results to inputs, assist employees with trouble shooting for time entry into Workday, and will operate as the Human Resource agent for Frederick employees.

POSITION DUTIES

Run and sort payroll reports on a weekly basis.  Review for accuracy and look for possible payroll errors.  Inspect for discrepancies and communicate with supervisor or employees as necessary to make corrections.  Review for proper coding of FMLA/chronic illness, accident leave, earned comp time, and earned holidays; verify that supervisors have approved time submissions in a timely manner, reconcile leave requests and overtime/comp requests to approved time and overtime/comp time to approved timesheet.  Contact supervisors who need to make corrections/adjustments or approve timesheets.  Assist employees or managers who have problems entering or approving time in Workday.  This position is also responsible to assist with on boarding of new employees, maintaining personnel files, and assisting with health benefits enrollment and/or changes.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with spreadsheets and reconciliation of data.  Experience performing administrative support at least one year of which must have been personnel experience involving payroll, preparing and maintaining employment records, and developing work schedules.
