The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Division of Community Development Administration is seeking a qualified candidate to serve as the Deputy Director of Finance. This highly complex and technical position is responsible for the management of the accounting and financial operations for over $2.5 billion in assets and liabilities.  The Deputy Director works with the Director on financial analysis and projections; review and prepares quarterly interim financial statements and other disclosures to investors and rating agencies; provides oversight of audit and quarterly reviews by Certified Public Accountants (CPA) firms.  

This position requires experience and expertise in loan and investment accounting, financial analysis of mortgage loans and investment portfolios; derivative management and understanding of swap finance and economics, management of mortgage revenue bond portfolios, specialized software, and mortgage lending. It requires an understanding of general and highly specialized accounting and finance, such as, generally accepted accounting principles (GAAP), computerized financial management systems, bond debt servicing, loan servicing, and real estate finance.   

The ability to interpret complex financial information, mortgage lending practices and policies, legal documents, and accounting pronouncements and to translate this information to complex financial models is essential.  Finally, this position is also responsible for staff leadership and for the development of and compliance with accounting policies and procedures that meet the fiduciary responsibilities of the Division of Community Development Administration.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree in accounting, finance or business administration from an accredited four year college or university.

Experience: Six years of professional experience in finance, accounting or closely related fields.

Notes:

1. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

2. Applicants may substitute possession of a certification as a Certified Public Accountant (CPA) for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with tax exempt bond and/or secondary market financing

Experience with complex financial analysis

Advanced knowledge of mortage loan software

Advanced knowledge of Microsoft Excel and Access

Advanced knowledge with Crystal Reports

Master's Degree in Accounting, Finance or Business Administration
