LOCATION OF POSITION

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

The Division of Finance and Administration is seeking qualified candidates for the following positions:

Fund Analyst: (Position #C09012, #C11009, and #C02010) These positions perform advanced accounting functions managing federal grant awards. The positions will approve all grant expenditures to ensure compliance with the federal award, draw funds from the federal system, reconcile accounts and issue quarterly federal reports. Successful candidates will have strong computer skills and be able to work independently.   

Loan Analyst: (Position #C09014) This position serves as a Fund Analyst in the Division of Finance and Administration. The unit is responsible for managing and accurately accounting for special and federal awards received by DHCD by working closely with program staff on new grant applications or other municipal awards, loan servicing of State assets, portfolio analysis including risk management and calculation of projected losses, State budget formulation and management, coordination with program and governmental agencies, reconciliations, and reporting, including Cash Management Investment Act (CAMIA) reporting.  

Maryland Housing Fund Analyst: (Position #C10005) This position serves as a Fund Analyst performs advanced accountant functions for the Maryland Housing Fund (MHF) for the Department and is involved in the operation and insurance of loans within many units in the Department.  Being responsible for multiple technical areas including capital markets, mortgage products and execution methodologies and asset management in compliance with State and Federal regulations and loan insurance products.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.

Experience: Four years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.

Notes:

1. Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.

2. Possession of a master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.

3.  Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.   

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates with experience in managing federal awards or candidates who have strong data analysis and financial forecasting experience.

Successful candidates will have strong analytical skills and experience with Microsoft Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position.  You will be required to complete a qualifications supplement, and the rating is based on your application.  Therefore, it is important that you provide complete and accurate information on your application.  Report all experience and education that is related to this position. Qualified applicants may be subject to an Excel test.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
