The main purpose of this position is to oversee, manage, and direct the technical work of the field personnel for the investigation and environmental cleanup efforts of the Oil Control Program (OCP). The incumbent in this position reviews and evaluates conditions of known or suspected oil contamination in order to determine the extent of remediation needed, and oversee remediation activities. This position serves as a 'supervisory role' to responsible parties and State contractors; directs State personnel and responsible parties on remediation and compliance issues; and, in a 'consulting role' to clients, identifies the best approaches to streamline the environmental investigation, remedial process, and compliance activities. The incumbent will also determine the potential public health and safety impacts of oil contamination in the environment and in drinking water supplies. This position offers technical expertise and ensures the enforcement of applicable statutes, regulations, permits, and policies pertinent to the OCP. The incumbent in this position performs job functions with the State of Maryland, primarily in the Southern Region of the Remediation Division. Emergencies, vacancies, and caseload may require performance of job duties in other areas of the state.

Education: Possession of a Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Six years of experience performing professional geological work.

Note:

1. Possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science may be substituted for the required education and one year of the required experience.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in physical science classifications or physical science specialty codes in the geology field of work on a year-for-year basis for the required experience and education.  

It is preferred that the selected candidate has the following:

• Supervisory experience;
• Coursework in Physical Geology and Hydrogeology;
• Knowledge of Maryland regulations regarding oil spills and cleanup requirements;
• Strong oral and written communication skills.

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Department of Labor, Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the Occupational Safety and Health Administration Website.

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment, such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazard Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.  MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.  MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment.​

This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.
