Main Purpose of Job

This position coordinates and administers budgetary support within the Office of Technology for Human Services (OTHS) for the Department of Human Services. The incumbent in this position provides assistance to staff, Directors, Chief and Deputy Chief Information Officers (CIO) with documenting, analyzing and maintaining OTHS budget; assists in purchasing and processing requests for the department; and attends weekly meetings pertinent to budgetary operations.

POSITION DUTIES

Coordinates, plans, composes, and assists with budget notes, spreadsheets and transmittal memos; provides documentation to other staff in preparation of the budget; oversees budget expenditures, verifies funding codes, approves signs-offs on expenditures (i.e. purchases, invoices, major contracts, etc.) via the checkbook and Financial Management Information System (FMIS); creates, implements, maintains and tracks expenditures including major contracts, office supplies, IT equipment, and various invoices; processes expenditures and invoices; works closely with Budget and Finance Office, Procurement and Accounts Payable Units; composes and provides monthly budget balance spreadsheet to OTHS PMO Director, Financial Management Unit, CIO, Deputy CIO and other pertinent staff; composes budgetary transmittals and transfer of funds; requests encumbrances of funds at the end of the fiscal year, when applicable; provides budget information and answers questions regarding the budget and expenditures; researches expenditures and funding issues; coordinates and processes travel arrangements/expenses; provides customer service to both internal and external customers that meet or exceed the standards set the department; processes FOIA, checks and refunds for services charges; composes and processes fixed assets information reports; inputs fixed asset data into FMIS at the end of each fiscal year; attends budget trainings and meetings; and performs other related duties.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

1. One or more years of experience with the Financial Management Information System (FMIS), Excel, Microsoft Word, Internet Explorer and Google.

2. One or more years of experience in contract management.

3. Strong written and oral communication skills.

4. Ability to prioritize and multi-task effectively.

5. Flexibility in a busy environment.

6. Strong time management, priority setting and problem-solving skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
