Main Purpose of Job

This position functions as a supervisor within the Procurement Division at the Department of Human Services (DHS) to ensure that the agency is meeting its procurement goals in accordance with COMAR Title 21 and DHS Procurement Policies and Procedures. The incumbent in this position supervises the Procurement Unit staff.

POSITION DUTIES

Supervises Procurement Unit staff to ensure that assigned procurement transactions such as: solicitations of Request for Proposals (RFP), Invitation to Bids (IFB), small procurement solicitations and Department of General Services (DGS) solicitations, contract bids (competitively and non-competitively), contract amendments, contract renewals, DGS procurements and Advanced Purchasing and Inventory Control System (ADPICS) requisitions for goods or services and implementation of DHS Central Administrations and Local Departments of Social Services (LDSS) programs and services are processed in accordance with COMAR Title 21 Procurement Regulations and DHS, Department of Budget and Management (DBM), DOIT and DGS Procurement Policies and Procedures; provides customer service to both internal and external customers that meet or exceed the standards set by the Department; advises and instructs DHS Central and LDSS staff to accurately prepare solicitations (RFPs, IFBs, small procurements, and ADPICS requisitions) for goods or services for the implementation of their programs and services by obtaining best value contracts for DHS through use of the competitive and non-competitive procurement processes; develops an expert understanding of COMAR Title 21, etc., and learns to apply appropriate regulations, policies and procedures for processing accurately and timely all procurement transactions; and performs other related duties.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. ADPICS, FMIS, etc.) used in each of the positions you held.

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Four years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Experience in contract and specification writing techniques.

Experience with State government procurement laws, regulations and policies.

Experience reviewing procurement contracts for compliance with State laws and regulations.

Experience with ADPICS portion of FMIS to facilitate the procurement processes.

Experience communicating effectively with staff, officials and contractors both inside and outside of the agency.

Procurement experience working for a State government agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
