Main Purpose of Job

The main purpose of this position is to procure equipment, services, supplies, maintenance information technology equipment and services for the Department of Public Safety and Correctional Services, direct and coordinate the procurement activities of staff, and for ensuring compliance with all applicable procurement laws, regulations and procedures.

POSITION DUTIES

Planning, coordinating, evaluating, assigning and reviewing work of lower level procurement staff.

Process Performance Planning and Evaluation (PEP)

Provide guidance and training to lower level procurement staff.

Providing guidance to consolidate agencies and all other procurement staff within the Department of Public Safety & Correctional Services.

Review and analyzing purchase requisitions and determining the most appropriate procurement method to use such as negotiated awards, competitive sealed bidding, competitive sealed proposals, sole source or emergency in accordance with State laws, procedures and regulations.

Determine the basis for awards and evaluation criteria.

Conduct pre-bid/pre-proposal conferences, site inspections and participates in and/or conducts offerors discussions and contract negotiations

Analyze and evaluate proposals, negotiating contract provisions and making award recommendations for contracts.

Conduct Oral presentations for contracts.

Conduct contractor debriefings for contracts.

Ensuring all procurements are in compliance with Code of Maryland Regulations (COMAR) Title 21.

Conduct bid opening for competitive procurements to determine whether bidders are reasonably qualified to be selected for award.

Examine bids to determine issues of responsiveness and responsibility and/or need for additional information.

Process and verify Minority Business Enterprise (MBE) participation.

Prepare documents for Board of Public Works ((BPW).

Ensure all contracts are re-bid/renewed prior to the expiration of the current contract to avoid retroactive or extensions to the contracts.

Confer with Assistant Attorney General's office regarding bid irregularities, contract disputes, protests or appeals and Public Information Act requests.

Process maintenance contracts and commodity purchases Department of General Services type (DGS procurements within the Department of Public Safety & Correctional Services delegation ($25K for commodities and $50K for maintenance services) and forwarding procurements above Department of Public Safety & Correctional Services delegation to Department of General Services (DGS) for processing.

Process and responding to requests on behalf of the Office of the Secretary, Procurement Department.

Maintain Commodity Tables and serving as backup for Vendor Table.

  

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Four years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience in procuring contracts over $25,000.00.

DESIRED OR PREFERRED QUALIFICATIONS

·        Two years of supervisory/managerial experience.

·        Knowledge of procurement regulations in accordance with COMAR Title 21.

·        Two years of State of Maryland procurement experience.

·        Advanced Purchasing and Inventory System (ADPICS) / Financial Management Information Systems (FMIS) experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
