Main Purpose of Job

This position is assigned to the Office of Procurement and Contract Management with the responsibility for all types of procurement purchases of services, supplies, materials, equipment commodities including, but not limited to, IT hardware and software and MOU's for the Department of the Environment in accordance with the procurement regulations (COMAR, Article 21). Prepares solicitations, conducts Pre-Bid meetings analyzes technical and financial proposals and awards contracts for all related service contracts that support the department needs.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbents in this classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments:

  • Reviews and analyzes all types of purchases requisitions and determines the most appropriate procurement method to use, such as non-competitive sealed bid, competitive sealed proposals, sole source and emergency procurements;
  • Negotiates the most favorable prices, terms, and conditions for non-competitive, requests for proposals, sole source, and emergency procurements and resolves issues with contractors regarding price, delivery, and terms.
  • Processes follow-up orders to determine shipping data and reason for late orders.  Maintains purchase order files of outstanding and completed orders and takes necessary remedial action when it is apparent that the vendor is not shipping merchandise in a timely manner.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience with MD State government procurement;
  • Experience with Financial Management Information Systems (FMIS.)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a  valid motor vehicle operator’s license.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.  

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
