Main Purpose of Job

The main purpose of this position is to protect and promote the health and safety of Caroline and Talbot Counties' citizens by providing administrative and clinical supervision to the professional Family Support Workers (FSW-Coordinator of Special Programs I & II) assigned to the Health Department's Healthy Families Mid-Shore Program according to the protocols of Healthy Families America, Healthy Families Maryland and HF Mid-Shore. This position is to protect and promote the health of citizens residing in Caroline County by empowering overburdened families to bond with new infants, to learn and use community resources, to develop problem-solving skills, to develop parenting skills and to establish a medical home through intensive long-term home visiting interventions. This position is also available to consult with other Health Department staff in Caroline, Talbot & Queen Anne's Counties regarding difficult clients and techniques that promote maternal-infant bonding, and that preserve client-staff boundaries. This position will be available to conduct Family Survey visits according to the Healthy Families Maryland and HF Mid-Shore protocol for assessment visits.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience:  Three years of professional experience in health services, two years of which must have been in the option for which application is made.

NOTES:

1.  Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2.  Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3.  A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
