LOCATION OF POSITION
This position is located within the Department of General Services, Facilities Operations & Maintenance Division, Inner Harbor Complex located in Baltimore City, Maryland.
Main Purpose of Job
The main purpose of this position is to provide locksmith services with specific responsibility for the repair, alteration, installation and keying of locks and maintenance of locks, locking systems, proximity systems, door closure and locking devices on all types of doors and equipment throughout the Inner Harbor Complex buildings and grounds.
This is an emergency essential classification subject to emergency release procedures. Employees in this classification must be willing and available for duty at such hours, day or night and are required to remain or report for duty at such hours as needed to maintain the continuous operation of this agency.
This is the experienced level of work as a locksmith. Employees in this class are responsible for the installation, repair, and maintenance of locks, locking systems, door closure, and locking devices, on all types of doors and equipment at State facilities. This employee will be required to pin lock tumblers to key systems and devices to individual suite, master or grant master series.
Duties for this position include but are not limited to:
- Resolve immediate operational and/or safety concerns; fabricate unique locks and locking devices for meeting specialty needs and/or replacing unavailable parts; cut new or duplicate keys for ensuring security of the buildings; coordinate with building managers and other trades for completing projects and work orders; install locking systems for maintaining a safe and secure facility; respond to emergency situations during or after hours to resolve immediate operational or safety concerns; order parts and supplies and maintain inventory records; prepare written reports on condition of equipment.
- Inform personnel on procedures and policies required for work orders and services; prepare cost estimates of maintenance and construction projects and make purchasing recommendations; prepare requisitions for equipment, materials and supplies; rekey locks and change combination and repair a variety of items, systems and/or components for ensuring a safe working environment; install or repair hydraulic door closers and electronic door operators using hand and power tools; maintain a preventive maintenance program; ensures the safe operation and storage of maintenance tools and equipment; assist in training and assigning work to lower-level workers and helpers.
- Setup master keying system for the complex and maintain key, access, and combination records on all security and system equipment; provide necessary information and take appropriate action to comply with building and safety regulations; prepare written reports for documenting activities and/or conveying information; request equipment and supplies for maintaining inventory and ensuring availability of items required to complete necessary installation and/or repairs; participate in meetings, workshops, training and seminars for conveying and/or gathering information required to perform job functions.
Education: Completion of the eighth grade.
Experience: Two years of experience involving installing, maintaining and repairing locks.
Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Locksmith classifications or Locksmith specialty codes in the Maintenance field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Applicants with at least one year of experience using BEST computer systems to program multi-level lock/key access are preferred.
LIMITATIONS ON SELECTION
This recruitment is limited to applicants willing to accept employment in Baltimore City, Maryland.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Some positions may require the ability to operate motor vehicles. A motor vehicle operators license may be required before appointment to these positions.
Employees in this class must be available for call at anytime.

The examination will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring agency to select employees.
Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority. If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week. You must include on your application the time spent on such activity. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
