Main Purpose of Job

The Staff Specialist IV serves as the Associate Director of Collegiate Affairs and provides management level services to the Maryland Higher Education Commission (MHEC) in the Office of Academic Affairs Collegiate Unit, and reports to the Director of Academic Affairs This position will provide management services including independent policy research, development, analysis and implementation to allow for MHEC to fulfill its statutory and regulatory responsibilities with regard to the coordination, statewide planning, and regulation of postsecondary education.

POSITION DUTIES

The Associate Director of Collegiate Affairs is a member of the management team for the Office of Academic Affairs (OAA) at the Maryland Higher Education Commission (MHEC). The position will provide management services for the coordination and regulation of postsecondary education in the State of Maryland, and is responsible for the supervision, coordination, planning, and organization of all work within the Collegiate Affairs Unit. The Associate Director is responsible for producing independent research, policy development, and analysis, and the oversight of six employees. The selected candidate will be responsible for the following activities:

 ·   Provide leadership and management to all staff within the Collegiate Affairs unit including the direct supervision of six staff members.

·   Review new degree and certificate program proposals from in-state and out-of-state institutions in accordance with Maryland regulations, and issue recommendations based on qualitative and quantitative data analysis.

 ·   Direct the operations for MHEC’s approval process for new academic institutions and academic programs for colleges and universities by managing the distribution of applications to ensure timely production and a well-coordinated workflow.

 ·   Provide oversight and management for the registration of out-of-state fully online academic programs, as well as the process for the approval of exemptions for religious institutions.

·   Provide oversight and management for academic and institutional program databases and inventories as well as the maintenance of records for postsecondary institutions.

 ·   Monitor and track institutional and academic program proposals to assure that MHEC action is taken and concluded within statutory deadlines.

 Assist in the planning, establishment, implementation, and management all State policies and regulations relating to requirements for in-state and out-of-state colleges and universities operating in Maryland.

·   Initiate contacts and maintain ongoing relationships with Chief Academic Officers and staff across the State.

·   Represent MHEC on select committee staffing assignments.

 ·   Complete special projects at the request of the Director of Academic Affairs, and Secretary of Higher Education.   

MINIMUM QUALIFICATIONS

Education: Possession of a doctoral degree.

Experience: Five years of administrative or teaching experience in post-secondary education programs.

Note: Two additional years of experience in post-secondary education may be substituted for the doctoral degree.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will be an experienced leader in the application of statutory and regulatory requirements with specific experience in an academic affairs professional setting. Candidates should possess excellent communication skills, research and analytical abilities, and experience supervising staff, overseeing and coordinating the general operations of a unit, and developing and applying policies and regulations. Additionally, applicants should be abreast of current issues in higher education including online learning and prior-learning assessment strategies, and have experience managing projects with fixed deadlines, working collaboratively as part of a team and leading interagency work groups.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service. 

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

EXAMINATION PROCESS

The examination will consist of a rating of all candidates’ education, training, and experience related to the requirements of this position.  Therefore it is important that applicants provide complete and accurate information related to this position.
