Introduction
The Maryland Higher Education Commission (MHEC), is seeking an enthusiastic and energetic individual to fill the position of Staff Specialist III (finance Policy Analyst-Capital budget).

Main Purpose of Job
The finance policy analyst is responsible for preparing capital budget analyses and reviewing requests for State funding of capital projects. The analyst also analyzes and reports on legislative actions regarding the Governors budget, estimates the fiscal impact of proposed legislation, provides information and research for policy studies, and prepares testimony and supporting documents for the Secretary of Higher Education, and the Director.
POSITION DUTIES
The selected candidate will perform the following responsibilities:
Develops fiscal projections, analyzes and evaluates individual community college capital projects and makes recommendations concerning these projects.
Develops and maintains the community college capital records and prepares all routine reports for the community colleges.
Presents recommendations to a variety of groups such as the Commission, and Facilities Planners Meetings.
Analyzes and evaluates individual capital projects for both public and private four-year colleges and universities and makes recommendations concerning these projects.
Analyzes and evaluates individual capital projects for regional higher education centers and makes recommendations concerning these projects.
Presents recommendations to a variety of groups such as the Commission, and Facilities Planners Meetings.
Supports activities regarding the legislative process by analyzing and reporting on legislative actions regarding the Governor’s budget, estimating the fiscal impact of proposed legislation, providing information and research for legislative committee studies, attending legislative hearings, analyzing the impact of federal policies on higher education, and preparing testimony and supporting documents for the Director, and the Secretary.
Prepares responses to requests for information, surveys, and composes correspondence for the Director, and Secretary.
Staffs special projects or committees as needed.
Posses excellent communication skills.
Perform other related and administrative duties as assigned.
MINIMUM QUALIFICATIONS
Education: Possession of a master's degree or at least 36 hours of equivalent post-baccalaureate course work.
Experience: Three years of administrative or teaching experience in post-secondary education programs.
Notes:
1. Possession of a doctoral degree may be substituted for two years of the required experience.
2. Two additional years of experience in post-secondary education may be substituted for the master's degree or 36 hours of equivalent post-baccalaureate course work.
DESIRED OR PREFERRED QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate will possess current knowledge and two years of administrative experience involving capital planning and execution.
The successful candidate will possess two years budgeting experience. Applicants should also have experience managing projects with hard deadlines, working collaboratively as part of a team and interagency work group participation.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.
