Main Purpose of Job

The regional sanitarian in the Center for Milk and Dairy Product Safety inspects milk processors, frozen dessert manufacturers, distributors, milk producers (dairy farms), milk haulers and equipment; and evaluates and tests milk pasteurization equipment and processes, to verify compliance with Federal and State laws, regulations, and policies governing milk safety and security in Maryland. The regional sanitarian also takes samples; provides training and consultation; conducts investigations, surveys and studies; and takes action against adulterated and misbranded milk, milk products, and frozen desserts. By ensuring that milk, milk products, and frozen desserts are produced in a safe and sanitary manner, and by sharing expertise, the regional sanitarian protects public health. By ensuring that Maryland's dairy industry members comply with the provisions of the Pasteurized Milk Ordinance (PMO), as specified in State law and regulations, the regional sanitarian enables them to ship and accept milk and milk products of high sanitary quality in interstate commerce. The regional sanitarian works closely in cooperation with dairy industry personnel and with local, State and federal agencies, and evaluates and trains dairy industry personnel.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Environmental Sanitarians under the certificate of eligibility requirements for Environmental Sanitarians.

Experience: Four years of environmental health work experience in the promotion, control, and maintenance of environmental health.

Note: 

1. Applicants may substitute a master’s degree in public health or environmental health sciences for one year of the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate should have at least four years of experience in the dairy industry and in general food processing. This candidate should demonstrate the ability to work with people, communicate effectively both orally and in writing, and to independently plan, schedule and organize inspections and sampling. The ability to interpret and apply the State of Maryland regulations, laws and Pasteurized Milk Ordinance (PMO) is also desirable.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists. A copy of current registration must be attached to the application.

2. The licensure requirements are pursuant to State Environmental Article, Title 11, COMAR 26.07.01 through 26.07.04. The Secretary of the Department of Budget and Management cannot accept any substitutions.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
