Main Purpose of Job

As a leading cause of morbidity and mortality, diabetes prevention is an essential function of Maryland's Center for Chronic Disease Prevention and Control (CCDPC). The Community Health Educator IV serves as the CCDPC's Diabetes Prevention Technical Advisor.  She/he leads, supports, monitors, and coordinates a wide range of complex health policy and planning activities related to diabetes prevention -- with particular emphasis on evaluating, analyzing, researching, and developing interventions to address public health challenges presented by diabetes. This incumbent will coordinate efforts with other programs within the Center for Chronic Disease Prevention and Control (CCDPC) to lead diabetes primary prevention efforts, communicate evidence-based community programming, and provide recommendations to improve the quality of diabetes prevention efforts throughout Maryland. She/he is responsible for sustainable scale-up of diabetes prevention programming across the state, requiring representation and coordination with key stakeholders in both the public and private sectors.

MINIMUM QUALIFICATIONS

Education:    Possession of a Master’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.

Experience:  Two years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects.

NOTES: 

1.  A Doctorate from an accredited college or university in Public Health Education, Community Health Education, Health Science, Public Health Policy or related behavioral science and one year of experience managing community health education projects may be substituted for the required education and experience.

2.  A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science and three years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects may be substituted for the required education and experience.

3.  A Bachelor’s degree from an accredited college or university with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science or related behavioral science and four years of experience planning, developing, implementing, promoting and evaluating health education projects, including one year of experience managing community health education projects may be substituted for the required education and experience.

4.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Health Educator and Community Health classifications or Health Educator and Community Health specialty codes in the Public Health field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Candidates must have at least two years of project management experience, if not using the substitutions.

DESIRED OR PREFERRED QUALIFICATIONS

Demonstrated knowledge of chronic disease issues, as well as experience in diabetes prevention and control is preferred.  A master's degree in public health or a related field is also preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
