Main Purpose of Job

This position will provide services to identify newly diagnosed HIV positive individuals through testing and working with the Disease Intervention Specialist, connect them with care as early as possible and promote treatment adherence. Duties will include HIV testing at the Health Department and in the community, participate in the development and implementation of support group agendas and facilitation of group exercises that support individuals living with HIV infection. The Community Health Outreach Worker will recruit clients for support groups and work directly with HIV nurse case managers in helping HIV clients learn to manage their HIV treatment. This position will make contacts by face to face home, office visits or a periodic special edition newsletter to all HIV clients. When not directly working with clients, this position will support the activities of the HIV program by working on other duties as assigned to include community outreach activities such as Health Fairs, AIDS Observances, and the Youthful Offenders Program. Candidates with first hand experience as a recipient of HIV services are encouraged to apply.

MINIMUM QUALIFICATIONS

Education:    Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  One year of experience in providing information on health care and disease prevention within the community.

NOTE:

1.  Experience providing assistance to individuals in a health care or social services setting may be substituted for the required education on a year-for-year basis.

2.  Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Health Services classifications or Health Services and specialty codes in the health related field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
