Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Maryland Insurance Administration is recruiting for a Health Policy and Mental Health Parity and Addiction Equity Act (MHPAEA) Special Assistant. The primary responsibility of this position is to complete a multi-part survey to assess insurance carrier’s compliance with the MHPAEA.  Specific job responsibilities include, but are not limited to: analyzing carrier survey responses to assess compliance with the MHPAEA, assisting in the drafting of administrative orders for noncompliance as needed, soliciting feedback from stakeholders, overseeing and coordinating additional MHPAEA surveys, monitoring efforts by other states to ensure compliance with the MHPAEA, evaluating the feasibility of future reporting requirements by carriers to ensure compliance with the MHPAEA, and completing summary letters detailing and analyzing survey responses. Funding for this position is provided by a Department of Health and Human Services Grant (Grant #: 1 PRPPR170107-01-00). The successful candidate is also responsible for  drafting documentation required by the Department of Health and Human Services as it relates to the grant, including progress reports.  

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university, preferably in health or human service related field.

Experience: At least two years of experience in health care data analysis or regulatory compliance.  Knowledge of the compliance requirements of the Mental Health Parity and Addiction Equity Act of 2008 and an understanding of how the requirements apply to health insurance policies, financial requirements, non-quantitative treatment limitations, fail first requirements, levels of care, step therapy, network adequacy, utilization review, medical necessity review criteria, and how formularies are set.

Notes:  Applicants may substitute a master’s degree from an accredited college or university in a health or human service related field for one year of the required general experience.

  • Master's Degree in Public Health
  • Health policy and data analysis experience

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
