Main Purpose of Job

This position serves as the executive-in-charge of the Office of Systems, Operations and Pharmacy (OSOP) for the Maryland Medicaid Program. This position leads all information technology initiatives for the State Medicaid program including the operations of the Medicaid Management Information System (MMIS), which enrolls over 55,000 Medicaid providers for the entire state and pays over $10 billion in medical payments to providers and health plans.

The individual is responsible for overseeing the development and implementation of standards for policy review and leads the development of new information system requirements from the State and Federal Government (e.g. the Centers for Medicare and Medicaid Services), such as systems and electronic claims and requirements for the development of a modular MMIS system. This position is also responsible for all eligibility and enrollment system operated by the Maryland Health Benefit Exchange. This position leads the management and maintenance of the State's multi-portal Eligibility Verification System for providers (EVS), all interfaces with Maryland's health information exchange (aka "CRISP"), among others. In addition, this position oversees the Maryland Medicaid Pharmacy Program and the Kidney Disease Program as well as provider and payer driven third party liability efforts. The individual in this role will be tasked with assessing the IT resources within the State Medicaid Program, including the Long Term Services and Supports (LTSS) system.

The incumbent is a member of the eight person Medicaid executive leadership team and oversees 200 staff. The person in this position will be required to engage staff, consultants, federal partners and other external parties as Maryland begins the process to develop and implement a new, state-of-the-art Modular MMIS system.

Functional Responsibilities: planning, resourcing and implementation of all modifications to claims payment system; consulting and reviewing all proposed decision making regarding the coordination of procurements related to program information technology infrastructure needs, review of new standards for policy, particularly related to CMS mandates, review and development of new information systems, such as national systems and electronic claims, including administrative simplifications; liaison with a wide variety of provider organizations and State and Federal agencies regarding provider payment, development, writing and affirmation of testimony before the State legislature and the Board of Public Works; offering technical expertise regarding systems and technical issues with CMS, including serving on various technical assistance groups (TAGs); frequent contact with the State Department of Information Technology (DoIT) working with and providing technical assistance to various groups within the Department such as the Medical Assistance Advisory Committee, MCO rate setting team, and leads all IT related engagement with other state agencies including but not limited to the Department of Aging, the Department of Human Resources and the Maryland Health Benefit Exchange.

MINIMUM QUALIFICATIONS

A bachelor's degree in healthcare administration, information technology, or a business field and six years of healthcare experience, four years of which were at a management or supervisory level.  A related master's degree will also substitute for one year of the general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Excellent written and verbal communication skills. Experience in communicating with high level government officials.

The successful candidate will have extensive knowledge of state and federal Medicaid policies, including experience with Medicaid Management Information Systems (MMIS). Management experience in a state Medicaid program, private health insurance program, or other government entity is preferred.

An advanced degree in healthcare administration, information technology or business is desired.
