Introduction

Maryland Public Television, which is commonly known by its familiar name "MPT", is a public television network that comprises six television stations that broadcast throughout the entire state of Maryland as well as into the District of Columbia and parts of Delaware, Pennsylvania, Virginia, and West Virginia. MPT is the only state-wide broadcaster in Maryland. MPT is a member of the Public Broadcasting Service.

Main Purpose of Job

Plan, coordinate and administer the job duties of the procurement office, which includes developing specifications, bid solicitation, contract award, and contract management. Determine the best procurement to provide quality goods and services.

POSITION DUTIES

  • Prepare the preparation of bid solicitations, purchase orders, contracts and other procurement documents to ensure compliance with regulations.
  • Research, develop, modify and write bid specifications.
  • Represent MPT with Department of Budget and Management (DBM), Department of Information Technology (DoIT), Department of General Services (DGS), and Board of Public Works (BPW).
  • Conduct pre-bid conferences, review and respond to appeals.
  • Modify and implement processes related to MPT's procurements ensuring compliance with State rules and regulations.
  • Develop and conduct procurement training for staff and ensure that all individuals involved in the   procurement process are fully trained.
  • Manage the procurement of equipment, services, construction supplies, information technology and other goods and services which must be obtained through the competitive or negotiated procurement process.
  • Manage independent contractor agreements and MPT's artist exemptions to the independent contractor regulations.
  • Minority Business Enterprises Liaison

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree in Business, Public Administration, Finance or related field.

Experience: Five years professional experience in procurement administration. Three (3) years of the required experience must have been at the management level in contract management and negotiation.

Notes: Experience as defined above may be substituted on a year for year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Any of the following certifications are highly desirable: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

Knowledge of the Maryland State Financial Management System (FMIS) is preferred.
