Main Purpose of Job

The main purpose of this position which is a Forensic Accountant is to conduct analysis of complex financial and business records to support state investigations, prosecutions, and the seizure and forfeiture of illegally derived cannabis, money, laundering and fraud.

       Duties and Responsibilities:

  • Plan, organize and conduct investigations dealing with auditing deficiencies, financial  fraud and other security practices that may involve possible violations of Maryland Law;
  • Review and analyze audit working papers, corporate books and records, and other financial and accounting documents;
  • Supervise internal and external forensic auditors for quality control and accuracy;
  • Conduct interviews and provide testimony;
  • Work with the Maryland Office of the Attorney General staff where necessary;
  • Identify auditing, accounting and financial reporting deficiencies;
  • Make recommendations to the Executive Director related to reporting discrepancies and enforcement actions;
  • Participate with attorneys in administrative hearings before hearing officers and before the client and the Maryland Medical Cannabis Commission

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience:  Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

NOTES:

1.  Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.  

2.  Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3.  Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4.  Applicants may substitute one year of professional auditing experience for one year of the required experience.  

5.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year for year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have:

  • Current CPA (Certified Public Accountant) license;
  • At least 6 years of progressively responsible experience with a public accounting firm in the audit of publicly traded companies with a minimum of 3 years;
  • Proficient in the application of accounting and auditing guidance including GAAP, GAAS, and the state and federal securities regulations including Maryland State Regulations related to the issuance of audited financial statements;
  • Superior technical abilities, regulatory knowledge, leadership and verbal and written communications skills;  State regulatory auditing and compliance experience
  • Must pass a background investigation/random drug testing
  • Must be able to maintain a current Maryland Driver’s License in good standing

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
