Introduction

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

Direct and manage police training programs, including the police entry level academy, all skills training units, WMD programs, field training and instructor development programs and numerous in-service and advanced police officer programs.

POSITION DUTIES

Direct operations of the police entry level police academy to ensure compliance with minimum standards are met, coordination of activities between the academic and skills training arenas and a liaison relationship is developed between the Academy staff and recruit’s agency.

Direct operations of three skills training units; Driver Training, Firearms and Physical Training/Defensive Tactics.

Direct operations for police advanced and specialized training programs; police in-service programs, field training officer, WMD, mandated instructor development and other misc. police topic training.  

Serve as a member of the Executive Corps and represent the Executive Director and/or Deputy Director at various events and committees for police training issues, attend graduations, assist MD agencies with training projects, i.e., Police Training Directors/Coordinators, GOCCP, etc.

Review to determine eligibility for attendance in a Comparative Compliance training relating to police applicant’s training history and work experience.

Serve as the Agency’s representative to the MD Police Training Directors Association.

Coordinate with the Training and Research Unit to design and develop specialized law enforcement training programs.

MINIMUM QUALIFICATIONS

Master's degree from an accredited college or university in Criminal Justice, Public Administration, Public Safety Management, Education or another discipline related to training/education or management.   

OR  

A bachelor's degree from an accredited college or university with at least ten years of progressively responsible experience exercising administrative and/or managerial authority.  

Note:  Preference will be given to candidates with established law enforcement and managerial-level training instructional background.

1.  Additional experience in administrative staff or professional work maybe substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 20 semester credit hours per year for the required administrative and/or managerial experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

All persons who meet the minimum qualifications will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
