Main Purpose of Job

The Informal Monitoring Specialist is the full performance level of work inspecting and monitoring non-relative informal child care providers providing care to children receiving child care subsidy in the child's own home to ensure compliance with established health and safety standards. The main purpose of the position is to support the Office of Child Care's goal of protecting the health, safety, and welfare of children receiving child care subsidy while in informal child care with a non-relative and the investigation of complaints lodged against informal (relative and non-relative) child care providers.

POSITION DUTIES

Manages caseload to determine provider compliance with applicable Code of Maryland Regulations COMAR 13A.14.06 by following OCC policies and procedures; travel throughout Maryland to monitor informal provider homes; prepares accurate reports to ensure timely submission in accordance with MSDE policies and procedures; explains and interprets applicable laws, regulations, policies and procedures to interested parties and informal child care providers and makes referrals for technical assistance as needed; investigates complaints lodged against informal child care providers to determine the validity of allegations by following established office policies and procedures.

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor’s degree from an accredited college or university in Early Childhood Education or related area.  

EXPERIENCE: Three (3) years of professional experience in the administration of Early Childhood programs is required.

NOTE: Education at the graduate level at an accredited college or university in an Early Childhood Education related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience completing licensing or regulation monitoring within home environments or providing early childhood home visitation services in home environments.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
