Main Purpose of Job

The main purpose of this position is to support the Commissioner by serving as the Title II ADA Coordinator in the Division of Corrections, responsible for directing, planning, developing, implementing, monitoring, and evaluating the Department's ADA Program as it relates to Title II (public entities), specifically ADA Title II, Part 35, Subpart D, 35.152.

This position will ensure that disabled inmates and detainees at DPSCS Correctional Facilities, DPSCS Detention Facilities, and DPSCS Prerelease Housing Units have an equal opportunity to participate in and enjoy the benefits of services, program, or activities as non-disabled inmates and detainees similarly situated.

This position will ensure that disabled inmates under post-release supervision by Parole and Probation have an equal opportunity to participate in and enjoy the benefits of services, programs, or activities as former non-disabled inmates similarly situated.

The regulations state that public entities (DPSCS) shall ensure that 'qualified inmates or detainees with disabilities shall not, because a facility is inaccessible to or unusable by individuals with disabilities, be excluded from participation in, or be denied the benefits of the services, programs, or activities of a public entity, or be subjected to discrimination by any public entity.'

These regulations affect the obligations of Title II public entities that are responsible for the operation or management of adult and juvenile justice jails, detention and correctional facilities, and community correctional facilities, either directly or through contractual, licensing, or other arrangements with public or private entities, in whole or part, including private correctional facilities.

POSITION DUTIES

Some of the duties of this position include, but are not limited to:

  • Serves as the Department's Title II ADA Coordinator.  Represents the Department in all matters involving Title II of the ADA Program.
  • Directs Title II ADA Coordinators assigned to each facility that houses disabled inmates and detainees in the implementation and monitoring of the Department's Title II ADA Program by establishing procedures for identifying and addressing ADA issues.
  • Will oversee and direct the training of all Shift Commanders at each DPSCS Correctional and Detention Facility and DPSCS Prerelease Housing Unit where disabled inmates are held on the procedures necessary to satisfy the regulations.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes: 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ability to travel to and work within the Correctional Facilities.

EXAMINATION PROCESS

All persons who meet the minimum qualifications will be approved on the certification list and will be placed on the employment (eligible) list for at least one year. BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
