Introduction

The Maryland Institute for Emergency Medical Services System (MIEMSS) is the state agency responsible for the coordination of emergency medical services throughout the state. These responsibilities include preparedness and response assistance to local jurisdictions during large emergencies and disasters.

Main Purpose of Job

Emergency Operations for Maryland Institute for Emergency Medical Services Systems (MIEMSS) seeking an expert which will continue to develop and enhance plans that address events that require state coordination of EMS resources to support local jurisdictions. These events include mass casualty events and those that lead to the requiring urgent evacuation involving of skilled nursing facilities, hospitals, and other health care facilities, . This expert is very knowledgeable in emergency preparedness, disaster response concepts and has experience working within an Incident Command System.

POSITION DUTIES

This grant-funded position will enhance state and local capabilities to respond to the medical consequences of large-scale emergencies and disasters. Over the years, many plans and projects have sought to prepare for responses to “all hazards” as well as a variety of specific threats. This incumbent will build on prior efforts and enhance capabilities in several areas: 

  • Active assailant preparedness and response
  • Complex coordinated attack preparedness and response
  • CHEMPACK planning, preparedness, requesting processes, and operations for both EMS and hospitals
  • EMS system mutual aid processes for large-scale events requiring state and local coordination, including operations and exercises (to include statewide EMS resource tracking) 
  • Events requiring the urgent evacuation of skilled nursing facilities, hospitals, and other health care facilities. Specific areas to be addressed will be large-scale evacuations requiring regional or statewide EMS resources and response. 

The emergency preparedness planner will focus on meeting the following objectives: 

  • Develop a statewide EMS and health care preparedness workgroup to assist with the objectives below.
  • Review and identify strengths and weaknesses of existing plans. Incumbent will summarize findings from reviewing state and federal plans and initiatives, and develop a work plan to address gaps that have been identified.
  • Enhance existing plans and develop new plans, when required. Incumbent will develop a multi-year training and exercise plan.
  • Develop, maintain, and implement disaster public health and medical response plans, medical mutual aid plans, communication plans, plan annexes, policies, procedures, and protocols in accordance with departmental policy and procedures (using Microsoft Word, PowerPoint, Excel and/or Access, and previously developed templates). 

 

MINIMUM QUALIFICATIONS

Education:

A Bachelor’s degree from an accredited university or college.

Experience:

  • Two years of professional experience managing groups of stakeholders and subject matter experts. 
  • Two years of professional experience developing and writing emergency preparedness plans

Notes:

Professional experience managing groups of stakeholders and subject matter experts and developing and writing emergency preparedness plans may be substituted on a year for year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelor’s degree or Master's degree from an accredited university or college in emergency management, public health, public safety, planning, and organizational leadership

  • Experience as an EMS provider within 911 response system

  • Experience in building and conducting tabletop and functional exercises

  • Completion of Homeland Security Exercise and Evaluation Program (HSEEP) training

  • Current certification or license as an EMS provider

  • Completion of IS 700 and 800, and ICS 100 and 200.

  • Demonstrated knowledge of emergency preparedness/disaster response concepts.

  • Knowledge of and experience working within the ICS Incident Command System

SPECIAL REQUIREMENTS

Although most work will be completed in an office environment during normal office hours, there will be a requirement for minimal travel in-state and to neighboring states.

There may be the need for lifting heavy objects and operating within an ambulance storage bay and warehouse.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
