Introduction

The Maryland Institute for Emergency Medical Services System (MIEMSS) is the Maryland State agency responsible for the coordination of Emergency Medical Services throughout the state.  These responsibilities include assessing the programs and resources available to respond to disasters and other threats to the public health of Maryland’s residents and visitors.  MIEMSS is initiating an effort to enhance the EMS system’s capability to recognize, respond to, and safely transport patients who are exhibiting signs and symptoms of high consequence infectious diseases (HCIDs) such as Ebola Viral Disease or Severe Acute Respiratory Syndrome (SARS).  The effort will include establishing a HCID Advisory panel, setting standards for specialty transport teams and designating regional and interfacility teams, and collaborating with health departments and educational institutions to enhance the training programs available to EMS providers.

Main Purpose of Job

This is a temporary grant funded position that will administer a High Consequence Infectious Diseases (HCIDs) program. Organize and provide staff support for HCID advisory group, levels of preparedness of EMS programs an prepare a report detailing the findings and areas that require enhancement; establish a process to announce grant availability, review applications and award sub-grants to support the development of HCID Transport Teams; conduct and evaluate team exercises according to the grant guidance and the Homeland Security Exercise and Evaluation Program.

POSITION DUTIES

A.    Organize and provide staff support for a HCIDs advisory group;

B.    Through the HCIDs  Advisory Group, assess the level of preparedness of EMS programs and prepare a   report detailing the findings and areas that require enhancement;

C.    Establish a process to announce grant availability, review applications and award sub-grants to support the development of HCID Transport Teams;

D.   Assist in the administration of documentation associated with the grant process;

E.   Conduct site visits with grant awardees to assess awardee progress and compliance with grant provisions;

F.   Conduct and evaluate team exercises according to the grant guidance and the Homeland Security Exercise and Evaluation Program.

MINIMUM QUALIFICATIONS

Education:  Possession of Bachelors Degree from an accredited college or university.

Experience: 

·         One year experience in project management or government grant administration. 

·         One year experience in managing groups of subject matter advisors.

·         One year experience in building and executing no-notice tabletop and functional exercises.

DESIRED OR PREFERRED QUALIFICATIONS

·         Project Management Certification.

          Certified or Licensed as an Emergency Medical Technician or greater.

·         Homeland Security Exercise and Evaluation Program Certification.

·         Extensive knowledge in managing patients with infectious diseases.

·         Experience in supervising EMS providers.

·         Experience with specialty emergency response teams.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Completion of a certificate program in Emergency Medical Services at a college, university or public safety training academy.  Copy of certification must be submitted with your application.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
