Introduction

The Maryland Public Service Commission (“Commission”) is seeking an Assistant Executive Director to assist in the supervision and coordination of the Technical Staff of the Commission, as well as other duties the Commission prescribes. The Maryland Public Service Commission regulates public service companies (i.e., public utilities) and is charged with ensuring a safe, adequate supply of utility services at just and reasonable rates. Public service companies provide utility services such as natural gas, electricity, telecommunications, water, sewage disposal, and for-hire transportation. 

 This is a senior level management "AT WILL" position that serves at the pleasure of the Appointing Authority (the "Commission").

Main Purpose of Job

The Public Service Commission regulates gas, electric, steam heating, telephone, water, sewerage disposal and certain transportation companies operating in Maryland. The Commission examines and decides matters relating to (1) rate setting, (2) quality of service, (3) safety, (4) operating authority, (5) complaints and disputes, (6) regulations, and (7) issuance of securities. The Commission employs a Technical Staff consisting of seven divisions to assist it in meeting its regulatory charge. The Technical Staff is under the direction of the Executive Director and Assistant Executive Directors and consists of the following operational divisions: Accounting Investigations, Engineering, Energy Analysis & Planning, Electricity, Staff Counsel, and Transportation. Each division is comprised of a Director, one or two Assistant Directors, and varying levels of staff. The Assistant Executive Director helps to direct, coordinate, and evaluate the work of the Technical Staff as it relates to the analysis of utility filings, operations, day to day regulatory oversight and the presentation of testimony in formal and informal proceedings. The Assistant Executive Director provides direction in the formulation of Technical Staff policy positions and serves as a liaison between Staff and the Commission, other State agencies, Commissions and utilities. As required, the Assistant Executive Director participates in or leads discussions, negotiations or stakeholder working groups with industry representatives in an effort to resolve contentious regulatory matters under the Commission's review. The Assistant Executive Director participates in the development and implementation of overall energy and rate related policy goals for the Technical Staff. The Assistant Executive Director represents the Commission or Technical Staff at major industry and regulatory association meetings including the formal presentation of noteworthy regulatory approaches or developments in Maryland.

POSITION DUTIES

Provide leadership, administrative and technical management to the Engineering Division.

Provide and coordinate the development of expert testimony in utility regulatory proceedings.

Design, develop and maintain an inspection program ensuring compliance with regulations for service supplied by gas, hazardous liquid, electric, water, and sewerage companies. Design, develop, and maintain the Commission’s solar application process for renewable energy credits.

Coordinate Commission representation and response to cyber and homeland security emergencies and drills involving critical infrastructure and coordinate Commission’s 24/7 response, as required, to Maryland Emergency Management Agency (MEMA) activations, drills and exercises.

Coordinate the timely completion of bucksheets and the filing of expert testimony. Coordinate investigation of accidents/incidents.

Provide recommendations to the Commission on issues arising from the work of the Division staff, cases, or external developments.

Sponsor COMAR changes and provide input on proposed legislation.

Participate on technical and advisory boards, respond to complaints and inquiries, provide public affairs representation and mediation on behalf of the Commission and perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education:

A Graduate degree in Economics, Business, Engineering, Accounting, Law or other related field.

Experience:

Five years of progressive management experience advising on utility, energy or regulatory matters with a public utility commission, regulatory agency, regulated public service company or a consulting organization.  Practical knowledge must include Commission regulated industries, regulatory principles, effective expert witnessing, leadership and coaching, and data analytics.  Must have a solid background in general corporate economic, legal, financial, or engineering principles, in addition to primary research methods. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Experience in a utility field directly related to energy regulation.

Experience in utility rate making.

Experience providing expert testimony in utility regulatory proceedings.

Experience demonstrating expert communication, facilitation, and collaboration skills necessary to effectively present and advise senior management and external customers, coupled with excellent customer service.

Demonstrated history of success in leading project teams and work groups.
