Main Purpose of Job

The Deputy Executive Director of Programs for the Department of Human Resources (DHR), Social Services Administration (SSA) manages and directs the activities and priorities within the specific programs administered at the local county level for adults, children and families. The incumbent in this position assures quality of services and central office compliance with all Federal and State regulations; oversees Adult Services, Child Welfare Practice and Policy, Resource Development, Placement and Support Services; ensures Maryland's system of safety, permanence and well-being for adults, children and families; demonstrates expert knowledge of departmental and agency principals, practices, and issues to include organizational structure, staffing patterns, and administrative controls to effectively supervise and monitor projects and initiatives.

This position also requires knowledge of current child welfare literature, community organizations, needs of families and children, current techniques, and resources to treat social problems; must have knowledge of Adult Services and Aging practices and policies; interacts with DHR and SSA staff for the completion of agency goals and objectives; and maintains effective professional working relationships with members of the courts, general assembly, media, public/private businesses and stakeholders at the city, county, State, and Federal government levels.

POSITION DUTIES

Plans, develops, initiates, reviews and assesses strategies to ensure the Office of Programs properly meets the challenges of SSA's mission by providing appropriate direction and leadership to internal and external partners in the areas of Adult Services, Child Welfare, and Resource Development; provides direct and indirect supervision and management leadership to the Program Office Directors; manages staff including instruction, task assignment and reviews of all activities related to Program Office fulfillment of the SSA mission; interprets, develops standards, procedures and policies in accordance with local, State and Federal regulations; enforces regulatory compliance, evaluates efficiency, effectiveness and quality of services; and keeps abreast of legislative initiatives and changes in service programs while communicating with administration and staff.

Provides consultation and technical assistance to internal and external customers, including other SSA and DHR offices, Local Department's of Social Services, courts, general assembly, media, public/private businesses and stakeholders at the city, county, State and Federal government levels; oversees personnel management within the Program Office to include: screen, interview and hire candidates for manager, supervisor, policy analyst and clerical positions within the office; trains managers, supervisors and provides consultation on sensitive issues; ensures Program Office staff assessment's of (PEP) are completed and staff training is facilitated; authorizes performance appraisals and personnel actions; utilizes progressive discipline at all levels; represents DHR Secretary and/or SSA Executive Director on various committees and work groups with authority to make binding decisions; provides appropriate direction and leadership to internal and external partners in the area of Adult Services, Child Welfare Practice and Policy, and Resource Development; and serves as Executive Staff representative on various committees and workgroups.

MINIMUM QUALIFICATIONS

Education: Possession of Master's degree in Social Work or related field from an accredited college or university approved by the Council on Social Work Education.  

Experience: Five years of experience in administrative, professional or technical work in a human service program.

4.  Experience working in a public or private human service agency.

5.  Experience managing and overseeing Social Service Programs.

7.  Experience using data to inform decisions.

8.  Flexibility in a busy environment.

9.  Strong time management, priority setting and problem-solving skills.
