Introduction

The Maryland State Treasurer's Office is seeking an ambitious individual to assist in the management of the State's debt program.

Main Purpose of Job

All debt issuance, analysis, capital lease purchasing and the payment of debt service is managed by the Division of Debt Management in the Maryland State Treasurer’s Office (STO). Maryland has approximately $9.5 billion in General Obligation Bonds outstanding which are rated AAA (the highest rating possible) by all three rating agencies. This position is the Deputy Director, which reports directly to the Director of Debt Management. The Deputy supervises all activities of Division staff and performs all tasks related to the management of the State Debt program in the absence of the Director. Additionally, this position is responsible for management of the Annuity Bond Fund which has annual expenditures in excess of $1 billion, oversees general obligation bond sales, manages the Division’s post issuance compliance activities, and provides support and assistance to the Director in the analysis and production of various financial, cash and debt-related data. This position must continuously adjust procedures, analyses, and document preparation to reflect the type of bonds utilized in each particular sale or lease (e.g. tax-exempt, taxable, competitive, negotiated retail, refunding, tax-credit bonds, federally subsidized bonds, etc.)

MINIMUM QUALIFICATIONS

Possession of an applicable Bachelor's Degree from an accredited four-year college or university.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate should have:

Four years of experience in public finance working with municipal debt management, municipal bond issuance, public sector budgeting, or budget analysis

Supervisory experience

Note:  Applicants may substitute graduate level education in an academic field related to the required experience (such as Public Administration, Public Policy, Finance, Economics, Business Administration, etc.) from an accredited college or university at the rate of one year of education for one year of the required experience.

LIMITATIONS ON SELECTION

Candidates must be willing to work in the Annapolis area.

SPECIAL REQUIREMENTS

Candidates will be subject to a background investigation including licensure, criminal and credit history.
