Introduction

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

To develop, implement, monitor, evaluate and publicize the social work programs in the Department. The incumbent administers all social work programs organizing their provision, reviewing and approving methodology. The incumbent represents the agency in the public areas, serving on interagency boards and committees, appearing in the media, writing for publication, bringing the purpose and mission of the agency forward.

POSITION DUTIES

Develops/identifies group treatment protocols for service delivery.

Evaluates program delivery, adjusting the staffing and service plans needed.

Provides training and consultation to other Department of Public Safety Correctional Services (DPSCS) services.

Assigns, monitors and reports on grants for prevention, tracking and care.

Coordinates medical parole program, evaluates cases and moves the documents from origin to completion.

Reports to the Executive Director or Field Support Services.

Provides staffing and program recommendations based on data analysis.

Advised wardens, department heads and other administrators on social work services, counseling and other issues of concern.

Provides consultation to other DPSCS units/services.

Identifies training needs and collaborates with the Police and Correctional Training Commission and other DPSCS agencies requiring training.

Conducts quality assurance audits annually.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience: Six years’ experience providing clinical and therapeutic services through the application of the principles, methods and procedures of professional social work to clients requiring rehabilitative counseling or forensic social work services, including eighteen months of experience completing assessments, formulating diagnostic impressions, treating mental disorders and other conditions or providing psychotherapy as a certified social worker-clinical and three years of experience supervising lower level social workers providing clinical and therapeutic social work to clients.

Note: 1. A doctoral degree in social work from an accredited college or university may be substituted for up to one year of experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience.

SPECIAL REQUIREMENTS

1. Employees are required to meet mandatory standards for continuing education as determined by the hiring department. Employees who fail to obtain the required continuing education credits shall be subject to disciplinary action including demotion, suspension and dismissal.

2. Employees of the Department of Public Safety and Correctional Services must complete an approved training program in group counseling techniques.

3. Employees of the Department of Public Safety and Correctional Services are required to complete the Correctional First Line Administrator Program within one year of appointment.

EXAMINATION PROCESS

All persons who meet the minimum qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
