This is grant funded position that will oversee the development of software and hardware projects related to statewide EMS operations.

Main Purpose of Job

Provide business analyst oversight over multiple statewide EMS operations software applications. Work in close collaboration with vendors, contractors, and internal business unit leads to manage project related tasks. Conduct business analysis, write business requirements documents, functional specification, user flows, system flows, and technical specifications, including application programming interface specifications. Successful delivery of user experiences that increase efficiency, service capabilities, and improves statewide EMS response to emergencies and disasters. Work with vendors to provide technical management as well as own the delivery of platform and services, including evaluation vendor technologies and solutions.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree in business, computer science, or related field.

Experience:  Two years of technology related experience, one year of which must have been in business analysis or project management.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience with software applications in the medical, emergency management, or public safety sector; or         

One year of experience with Electronic Medical Record (EMR) Systems or Health Information Exchange (HIE), Electronic Patient Tracking (ePTS), or Emergency Mass Notification Systems is a plus.

One year of experience converting business requirements into actionable requirements. 

Strong presentation and written/oral communication skills.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
