Main Purpose of Job

Program Manager IV is a managerial level of work in the Management Service of the State Personnel Management System. This position assists the Director in ensuring that the scope and format for DoIT's solicitations and task orders are compliant with IT policies and procedures. Reviews and approves work of lower-level IT Procurement Analysts and trains new IT Procurement Analysts. Provides direction and guidance to procurement staff of other State agencies in developing task orders. Handles the most complex issues or problems related to MITDPs (Major Information Technology Development Projects) and the State's largest, most complex procurements. Advises the Director on all IT policies and procedures. Provides training to procurement personnel both at DoIT and other State agencies. Provides guidance regarding required corrective action to both DoIT personnel and State agency personnel involved in complex procurements. Prepares or assists with the preparation of agenda items for the Board of Public Works.

This is a management service position which serves at the will of the appointing authority.

MINIMUM QUALIFICATIONS

Education:  A bachelor's degree from an accredited college or university.

Experience:  Two years of experience in ensuring appropriate and consistent Statewide interpretation of and compliance with State procurement laws, regulations, policies and procedures.

Note:  Experience conducting procurements which included advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, responding to protests regarding proposed awards and monitoring contract performance may be substituted on a year for year basis for the required education.

SELECTIVE QUALIFICATIONS

One year of experience in the authoring, reviewing and awarding of major government IT procurements.

This recruitment is limited to current State of Maryland employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
