Main Purpose of Job

This position serves as the Chief of Staff for the Social Services Administration (SSA), Department of Human Resources (DHR). The Chief of Staff coordinates and manages SSA activities and priorities across multiple SSA offices such as: Child Welfare Policy & Practice, Resource Development, Training and Organizational Development, Management and Special Services, and Adult Services. This position also oversees all aspects of the activities of SSA that involves the Child and Family Services Review, Program Improvement Plan, Technical Assistance Projects, and Child and Family Services Five Year Plan.

The incumbent in this position interacts with DHR and SSA staff for the completion of agency goals and objectives; maintains effective professional working relationships with members of the courts, General Assembly, media, public/private businesses, national advocacy and research organizations, and wide variety of other stakeholders at the local, State, and Federal government levels.

POSITION DUTIES

1. Manages and coordinates the planning and organizing of agency efforts within SSA; adheres to all projects and ensures that they are coordinated in an efficient and timely manner through knowledge and application of the principles and practices of strategic and detailed project planning and management.

2. Coordinates SSA's efforts and outputs with DHR, and local department staff so that activities within the office occur in an efficient and timely manner.

3. Coordinates the Maryland Child and Family Services Review (CFSR) process to develop the self-study for submission, coordination of on-site Federal reviews and development of required program improvement plans; leads the Executive planning staff assigned to the CFSR process; reviews the work of others for Federal submission; consults and coordinates with National Resource Centers, University of Maryland and Federal government.

4. Manages the IV-B Child and Family Services Four-Year Report and Plan (The IV-B report and plan is the vehicle through which Maryland receives Federal child welfare funding); assigns duties to the Office Directors and other staff; coordinates, negotiates and consults with National Resource Centers, University of Maryland and Federal Government; and ensures appropriate and timely submission of all documentation to the Federal government.

5. Oversees the production of all program outputs such as but not limited to reports, informational memoranda, standard operational procedures, presentations, letters, and assignments concerning kinship care and transition age youth to ensure their timely and appropriate issuance or submissions.

6. Manages SSA's data activities and information flow to and from DHR's Chief of Staff and the Governor's office.

7. Works with local departments' to prepare child welfare staffing reports on staffing levels and caseloads; develops and analyses child welfare staffing and caseload ratios; reviews hiring exception requests from local departments and recommendations for filling positions; and prepares staffing recommendations for the Executive Director to submit to the Secretary.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree in Public Administration, Social Work, Business Management or related field.  

Experience: Ten years of experience in administrative, professional or technical work. Three years of this experience must have involved the supervision or management of other employees.

The ideal candidate will possess the following:

4.  Ability to prioritize and multi-task effectively.

5.  Flexibility in a busy environment.Strong time management, priority setting and problem-solving skills.
