Introduction
The Maryland Department of Planning (MDP), is seeking a highly qualified and energetic individual to fill the position of Director of Planning Data and Research in its Planning Services Division.
This is a management service position that will serve at the pleasure of the appointing authority.

Main Purpose of Job
Oversees, supervises, and coordinates the Agency's property mapping functions, Geographic Information System (GIS) activities, and development and dissemination of long-range demographic and socioeconomic projections and statewide Census geographies; coordinates assigned activities with other divisions, outside agencies, and the general public; and provides highly responsible and complex staff assistance to management staff. Responsible for the services and activities of the Agency's Planning Data and Research Division under the direction of the Assistant Secretary for Planning Services.
POSITION DUTIES
This is a senior management position which oversees and directs the Maryland Department of Planning’s Planning and Data Research (PDR) Section. The PDR Section was recently reorganized and is one of two sections, along with Planning Coordination, which report to the Assistant Secretary for Planning Services. The PDR Section consists of three technical units including Geospatial and Data Analysis, Projections and State Data Center, and Property Mapping. Collectively the PDR Section provides a wide array of essential services and products including production of demographic and socioeconomic projections, spatial analysis of planning related data, GIS-based parcel mapping for the State of Maryland, and overall management of the agency’s GIS functions, to name a few. The section provides policy and program support to the Department’s Executive Team and works closely with other units within the Department as well as external entities and customers. The Director of the PDR Section provides day to day management, direction, and coordination of the section’s three units and 27 personnel, and is responsible for developing and implementing new initiatives and programs that advance and enhance the Department’s mission. The Director works closely with subordinate managers, the Assistant Secretary for Planning Services, other members of the Executive Team, and with representatives from external organizations and partner agencies.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s degree from an accredited college or university in Planning, geography, economics or closely related field.

Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs and one additional year of experience in planning for the required education.
2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for two years of the required experience.
3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs and one additional year in planning for the required degree in Planning.
4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.
5. Candidates may substitute a Ph.D. from an accredited college or university in Planning, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs for one year of the required experience.
6. Candidates may substitute a Ph.D. from an accredited college or university in Planning for the required education and two years of the required experience.
7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.
Experience: Seven years of professional experience including three years of supervisory duty in developing, implementing, and managing programs and personnel related to planning, demographic, and geospatial data and analysis.

The ideal candidate for this key position will have strong leadership, interpersonal and managerial abilities. As well as good oral and written communication skills with the ability to influence and motivate those around them.
