Main Purpose of Job

The Director of Academic Affairs provides leadership for the coordination and regulation of postsecondary education in the State of Maryland. This position is responsible for the supervision, planning, and organization of all work within the Academic Affairs department at the Maryland Higher Education Commission (MHEC), which is comprised of three units: Collegiate Affairs, Private Career Schools, and Workforce Development and Veterans Affairs. The Director of Academic Affairs represents the Secretary and Assistant Secretary of Higher Education at certain high-level meetings and serves as a key advisor to the Assistant Secretary. The selected candidate will perform the following responsibilities: Provide oversight, management, and direction for the Academic Affairs department at MHEC. Provide leadership and guidance to staff within the Academic Affairs department including the direct supervision of three supervisory staff. Direct the operations for MHEC approval process for new academic institutions, academic programs for colleges and universities, programs for private career schools, and the coordination of workforce education. Provide oversight and management for the registration of out-of-state fully online academic programs enrolling Maryland students, including programs and institutions under the State Authorization Reciprocity Agreement (SARA), as well as the process for the approval of exemptions for religious institutions. Provide leadership in the recruitment, selection, orientation, and retention of academic affairs personnel. Provide oversight for the State's postsecondary veterans affairs services. Provide oversight and direction for the development of a new academic affairs program approval database. Work collaboratively to refine internal processes and systems related to the program review and approval process. Plan, establish, implement, and manage all State policies and regulations relating to requirements for in-state and out-of-state colleges and universities operating in the Maryland. Lead the review and revision of all academic affairs related State policies and regulations to ensure they are updated and aligned with current processes and practices. Play a key role during the annual legislative session by preparing and presenting testimony and meeting with members of the General Assembly to discuss relevant issues. Initiate contacts and maintain ongoing relationships with Chief Academic Officers across the State as well as the Fire-Rescue Education and Training Commission. Complete special projects at the request of the Secretary and Assistant Secretary of Higher Education.

This is a management service position that will serve at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education: Master’s degree in Education, Higher Education, Public Policy, or another relevant field from an accredited college/university.

Experience: Six years of experience in an academic affairs related position.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

Doctorate in Education, Higher Education, Public Policy, or another relevant field from an accredited college/university and possess current knowledge and two years or more of senior administrative experience in higher education involving planning and execution with the direct management and supervision of staff.  

The successful candidate will be an experienced leader in postsecondary education with excellent communication skills, budgeting, and academic affairs experience. Applicants should also have experience managing projects with hard deadlines, working collaboratively as part of a team and leading interagency work groups.
