LOCATION OF POSITION

The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrolton Metro stop.  

POSITION DUTIES

The Senior Operations Manager works with the Director and Deputy Director with overall departmental goals. This position is responsible for operational support to the programs run by the Program Managers directing and coordinating the administrative, operational and fiscal activities to include finance, compliance, budget, procurement, reporting and contracts of Housing and Building Energy Programs. This position supervises administrative staff and related support staff conducting financial analysis and reporting.  This position has a broad spectrum of duties.  As the Senior Operations Manager, the incumbent ensures that operational functions are being utilized and that compliance is adhered to for all programs such as he Empower MD Low Income Energy Efficiency Program, BeSMART/Better Building Program and the Customer Investment Fund.

MINIMUM QUALIFICATIONS

Education:

A Bachelor’s Degree from an accredited college or university.

Experience:

Five years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.   

SELECTIVE QUALIFICATIONS

Selective qualifications are REQUIRED criteria that must be met to be considered for this position.

Candidates must have at least one year of experience in the administration, oversight or implementation of programs related to energy efficiency, weatherization, and affordable housing development or housing rehabilitation.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred qualifications include excellent written and oral communication skills, ability to perform in a fast paced environment and public speaking experience.

LIMITATIONS ON SELECTION

Must be willing to work in Prince George's County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
