Main Purpose of Job

This position manages Maryland's energy assistance programs including federal, ratepayer and state-special funded grants. The purpose of this position is to implement a comprehensive package of energy-related benefits to Maryland families in economic need in order to prevent energy-related crises to achieve energy affordability by reducing the energy burden of these families.

POSITION DUTIES

Oversees the development and implementation of program policies and procedures in accordance with Federal and State laws and regulations; establishes benefit levels for grants provided to customer's based on analyses using energy data, weather, outreach projections and funding levels; establises priorities and identifies requirements for the OHEP Data System; coordinates the execution of system enhancements with staff, contractors and local agencies; directs the preparation, submission and execution of OHEP program budget based on the availability of Federal and special funds; determines administrative budgets of 20 local administering agencies and establishes framework for the determination that is equitable and fiscally sound; represents OHEP and the Department in meetings with advocates, stakeholders, utilities and vendors; prepares and presents testimony for public hearings before the Public Service Commission and Maryland General Assembly; serves as the direct contact for policy matters with the U.S. Department of Health and Human Services, Federal agencies that provide funding and oversight of the Low Income Home Energy Assistance Program (LIHEAP)and Maryland Public Service Commission for the Electric Universal Service Program; testifies at hearings before the Commission; prepares/reviews responses to inquiries from legislative staff or Legislative Budget Analyst; approves the monthly StateStat report and Legislative Analyst monthly report; directs the preparation and submission of required reports and plans for the U.S. Department of Health and Human Services, Public Service Commission, General Assembly, etc.; provides technical and programmatic assistance to energy suppliers and local participating agencies for policies compliance; prepares and conducts trainings on a statewide basis to energy suppliers, stakeholders and staff of local participating agencies; develops, implements and administers a monitoring plan of local administering agencies and energy supplies which includes all utilities exists to ensure flexibility and effectiveness; and assigns tasks to determine mission, vision, goals, objectives and performance measures for the program including negotiation with stakeholders to achieve consensus on direction of the program.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university. 

Experience: Three years of management experience in a human service energy or related programs.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

Management experience with energy assistance or related public assistance programs.

Experience with budgetary, fiscal management/accountability and reporting.

Experience directing supervisors or managers.

Administrative, professional or technical work experience involving supervision of other employees or exercising responsibility for program development.

Experience analyzing and determining the impact of State or Federal legislation.

Experience reporting to Federal agencies.

Experience formulating and implementing policies for human service programs.

Experience with the use of personal computer including data system.
