Main Purpose of Job

This is management position responsible for directing the Quality Assurance, Policy, and Planning programs for the Division of Rehabilitation Services (DORS). It also advises and assists the Assistant State Superintendent of DORS in the administration of the statewide Vocational Rehabilitation Program, oversees the Client Assistance Program, and supports the Maryland State Rehabilitation Counsel.

POSITION DUTIES

Directs, plans, manages the Division’s Quality Assurance Program; coordinates monthly delegated authority case reviews conducted by Regional Directors and Supervisors; manages monthly Consumer Satisfaction Surveys and Employment Retention Surveys; leads the development and implementation of the Division’s policies and procedures in accordance with State and federal laws and regulations; advises the Assistant State Superintendent concerning policies and procedures; monitors State and federal legislation related to vocational rehabilitation issues; provides management oversight to the Client Assistance Program; coordinates and supports the membership and activities of the Maryland State Rehabilitation Council.

MINIMUM QUALIFICATIONS

EDUCATION:  A Bachelor’s Degree is required; course work in Management, Supervision, or Administration is desirable.  A Master’s Degree is preferred.  

EXPERIENCE:  Seven (7) years of professional experience in rehabilitation or in the adjudication or processing of disability claims. Three (3) years of the required experience must have included direct supervision of other professional employees or specialized experience as the technical lead providing rehabilitation services for clients with disabilities or in developing disability claims and establishing eligibility for Social security Disability Insurance (SSDI) and Supplemental  Security Income (SSI).  

NOTE: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Educational Administration, Rehabilitation Counseling, Special Education, Counseling and Guidance, Vocational Evaluation, Psychology, or in a Social Science related field may be substituted for one year of the required experience in rehabilitation or the adjudication or processing of disability claims.

SELECTIVE QUALIFICATIONS

Knowledge of the administration of vocational rehabilitation programs including State and federal regulations governing the rehabilitation or disability determination process; knowledge of the principles of effective supervision and management of employees; knowledge of program evaluation and policy development; knowledge of principles of organizational planning, budgeting, staffing and management; ability to communicate clearly and effectively; ability to interpret laws, regulation policies and procedures; ability to establish and maintain effective working relationships with other rehabilitation officials, State and federal legislators, employees and the general public.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
