The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

The Department has an immediate opening for a Program Manager in its Division of Credit Assurance. This individual will be responsible for supervising portfolio managers in our DCA Multifamily Unit. This position will supervise technical underwriting analysis of lenders, applications for mortgage insurance on Multifamily rental housing projects and small business loans. This position monitors approved projects through the initial closing, construction/rehabilitation, final closing and asset management phases of project development. This position establishes and evaluates program goals, standards, and controls to meet program objectives.

Candidate must possess strong interpersonal, written and oral communication skills. The position requires a proven ability to establish and develop effective relationships with business, finance and legislative constituencies. Proficiency with Microsoft Office applications to include Word, Excel, Access, PowerPoint, Google, Google Calendar, Gmail.

MINIMUM QUALIFICATIONS

Education:      Possession of a bachelor’s degree from an accredited college or university.

 

Experience:    Four years of progressively responsible work experience managing a complex multifamily loan portfolio.

 

Note:

  1. One year of work experience must be in a supervisory capacity.  Additional work experience can be substituted on a year-for-year basis for the four years of required education
  2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

  • One year of work experience in development or asset management of affordable multifamily housing. 

DESIRED OR PREFERRED QUALIFICATIONS

  •  Two years experience with federal state housing programs.
  • Two years experience analyzing financial statements.
  • Strong oral and written communication skills and the ability to work in a fast-paced, deadline-driven environment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
