Introduction

The Maryland Department of Aging is seeking qualified applicants for the position of Chief, Continuing Care Division.  The Continuing Care Division performs multiple functions to ensure the ongoing viability of existing Continuing Care Retirement Communities (CCRCs) and Continuing Care at Home (CCAH) programs to ensure the financial feasibility of proposed CCRCs and CCAH programs; to protect the public and promote integrity and confidence in the CCRC and CCAH industries regulated by the Department.

Main Purpose of Job

The main purpose of this position is to administer the Department’s Continuing Care regulatory functions.  Duties include; reviewing and analyzing financial statements, feasibility studies, and related documents and financial performance indicators for safety and soundness.  Duties also include insuring compliance with laws and regulations; making legislative, regulatory, and policy recommendations to the Secretary; and supervising subordinates performing these review functions.  The candidate will have an understanding of State regulations, experience working under pressure, and the ability to provide a quick and thorough analysis on a wide variety of subjects.

This is a management service position that will serve at the pleasure of the appointing authority.

POSITION DUTIES

Incumbent will be responsible for the review and analysis of the financial performance and regulatory compliance of operating CCRCs and CCAH programs to ensure that each CCRC and CCAH meets statutory and regulatory requirements, and applicable industry standards.

Evaluate feasibility studies, actuarial studies, and preliminary certificate of registration applications submitted for planned CCRCs and CCAH programs and expansions of existing communities to ensure that projects are financially feasible; that submitted applications are complete and satisfy statutory and regulatory requirements; the assumptions contained in the feasibility study are reasonable; and that the accounting practices are consistent with industry standards.

Coordinate the review and approval of CCRC agreements and related documents through the Attorney General’s office to determine compliance with applicable sections of Title 10 Subtitle 4 of the Human Services Article and COMAR.

Answers questions from the public on continuing care concerning (1) what is a CCRC, (2) what are the different plans in a CCRC, (3) complaints, and (4) other inquiries.

Plans, organizes and supervises the work of employees assigned to the Continuing Care Division to assure efficient program operations by using the Performance Management model.

MINIMUM QUALIFICATIONS

Education:   Bachelor’s Degree in accounting or Certified Public Accountant (CPA)  

Experience:  Five (5) years experience in health care accounting or auditing. Three years of which must have involved direct supervision of other employees

DESIRED OR PREFERRED QUALIFICATIONS

Master's Degree in Accounting or Business Administration (MBA).

Three years statutory and/or regulatory experience.
