Main Purpose of Job

The main purpose of this position is to provide overall leadership, administration and direction for the Office of Training and Organizational Development in the Maryland Department of Human Resources (DHR), Social Services Administration (SSA). The incumbent in this position plans, organizes, facilitates and oversees development, implementation and evaluation of the statewide child professional development training, workforce development and quality assurance; communicates and reports Federal compliance and external training contracts; and sets priorities, schedules work assignments, and directs all internal and external work related to the training and quality assurance. This position must demonstrate expert knowledge of departmental and agency principals, practices, and issues as well as organizational structure, staffing patterns, and administrative controls to effectively supervise and monitor projects and initiatives. This position also requires direct knowledge and experience in all programs within the child welfare practice continuum and oversees program areas that span the scope of all child welfare programs.

POSITION DUTIES

Monitors training needs and develops implementation strategies to address those identified training needs; provides consultation and technical assistance to internal and external stakeholders on program regulations, policies and child welfare general issues; manages activities to ensure compliance with the federal quality assurance guidelines and requirements; coordinates activities and participates in decisions regarding overall training and quality assurance policies, procedures and implementation activities; oversees the evaluation aspects for training and quality assurance to include data collection, tracking, assessment protocol and sampling methodology; manages and negotiates procurement and contract monitoring for training vendors; directs coordination of child welfare program activities in response to training and quality assurance needs and emerging trends; directs the evaluation, selection, delivery and monitoring of contractual services to ensure that training programs align with the overall strategic vision; and monitors quality of training programs and contractual compliance for the University of Maryland contracts for the Child Welfare Academy and the Title IV-E Education in Public Child Welfare Program.

Coordinates with DHR Human Resources Development and Training Unit to recruit and evaluate the progress and compliance of students who participate in the Title IV-E Education in Public Child Welfare Program; develops, coordinates, and implements professional development and transfer of learning training curricula to prepare child welfare workforce and community partners for emerging practices and refining areas needing improvement based on quality assurance indicators and program trends; oversees and manages training and quality assurance program budgets; develops budget plans and recommendations; tracks, reports expenditures and make recommendations for allocation of resources; develops allocation formulas and budgets for the use and distribution of funds which become available through Federal and other sources; outlines and drafts all reports to the Federal government; and develops RFPs for contract bids and other information related to contracts.

Plans, develops, reviews and assesses strategies to comply with Federal quality assurance requirements, including the Child and Family Services Review (CFSR), by providing appropriate direction and technical assistance to local departments for child welfare programs; monitors State/local data trends in child welfare programs and practice; evaluates and interprets Federal training and quality assurance guidelines and instructions; compiles, reviews, and evaluates State and local compliance with Federal measures and quality assurance requirements; facilitates community input and community collaboration for child welfare training, quality assurance and program activities to comply with federal reporting mandates; provides administrative leadership and oversight for the contract with the University of Maryland School of Social Work for the Child Welfare Academy (CWA) and Title IV-E; acts as the principal advisor to the agency Executive Director and DHR Secretary on all policies, procedures, requirements and recommendations pertaining to the administration of child welfare training and quality assurance; and conducts public and legislative forums with community leaders, State department officials, and legislators, as necessary.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree in Human Service or related field from an accredited college or university approved by the Council on Social Work Education.  

Experience: Six years of experience in administrative or professional  work in a Child Welfare Program. Two years of this experience must have involved the supervision of other employees or exercising responsibility for policy/program evaluation.  

Note:  

1.  Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
