Main Purpose of Job

This position is responsible for overseeing the development of the long range demographic and socioeconomic projections and state school enrollment projections for the state and 24 jurisdictions as well as quarterly and annual updates of various data series from the U.S. Census Bureau, the U.S. Bureau of Economic Analysis, the Bureau of Labor Statistics, and the Internal Revenue Service for estimates such as population, American Community Survey, personal income, jobs, median and mean household income and migration.

Coordinates the US Census Bureau's State Data Center program for Maryland consisting of a statewide network of organizations that disseminate and provide analytical expertise on demographic and socioeconomic data from the Census Bureau.

Coordinates the Redistricting activities for Maryland regarding the State's participation in the Census Bureau's redistricting related geographic programs, the processing and dissemination of P.L.94-171 redistricting data and products to the public through the Department's State Data Center website, and technical assistance to the Governor's Office for redistricting maps and data products. Planning may provide staff support to the Redistricting Commission for public meetings.

 Duties include assisting State agencies, local governments and non-profit organizations by providing the appropriate census data required for grant submissions

POSITION DUTIES

Coordinate the U.S. Census Bureau’s State Data Center program and Redistricting activities.  Planning was designated by the Governor in 1979 as the lead agency in MD to provide easy access to data, expert statistical analysis and geographic tools for planning, economic studies and marketing for businesses.  

Provide detailed custom census data products to State Agencies using Public Use Microdata to support their programs and policies (Labor, Licensing and Regulation; Aging).  

 Assist State agencies, local governments and nonprofits in determining the data needed for grant applications and provide the data in a time sensitive manner. (e.g., Governor’s Grants Office, grant application for Somerset after Superstorm Sandy)  

Assist Census Bureau with statewide geographic programs such as contacting municipalities and counties that have not responded to the Bureau’s annual Boundary and Annexation Survey or the Building Permit survey; assign staff to review confidential Census Bureau address files (Local Update of Census Addresses) prior to the decennial census and provide updates to the Census Bureau based on state assessment data;  

Participate in training activities for American FactFinder and other programs and products sponsored by the Census Bureau through webinars and workshops in order to provide training to State Data Center customers.  

Become familiar with new products from the Census Bureau by conference calls, e-mails and news releases; make internal data users and general public aware of relevant data releases through State Data Center website, e-mails and Twitter account.      

Manages and oversees the development of projections, census, redistricting, State Data Center website, and emergency management programs, products and activities  

Prepare annual report of core responsibilities for submission to Census Bureau.  Responsibilities as the lead agency include holding an annual meeting, providing a website to assist data users in obtaining census data easily, providing expertise to State and local government agencies, academics, nonprofits, businesses and the general public with accessing and understanding the data.  

Discuss changes and updates to the State Data Center website with the website programmer. 

Plan and coordinate the annual MD SDC affiliate meetings.  Develop agenda and arrange for speakers and presentations;  

Develop comprehensive plan for 2020 decennial census outreach program to ensure that all residents of Maryland are enumerated; plan should involve State agencies, local governments, nonprofit organizations, community associations, businesses, minority associations and faith based groups;  

Two years prior to the 2020 Decennial Census initiate discussions with Planning executive staff to create an Outreach and Awareness campaign consisting of several key State agencies;  

Serve as the Governor’s Liaison for MD for Census Bureau programs to alert the governor’s staff to upcoming programs that will be of interest.  

Review staff work on the Redistricting Data Program -  the Block Boundary Suggestion Project (BBSP) After the 2020 Census meet with executive and unit staff to decide on products to be released for redistricting – maps, tables, Redistricting Committee schedules, etc.  

Review long range projections (population, households, labor force, jobs, personal income) and school enrollment projections and assist with analytical products.   

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university with a major in planning, geography, economics, or closely related field.

Experience:  Four years of professional experience in developing data projections and forecasts for State & local jurisdictions.  

Two years experience in managing teams of analysts in developing, implementing and managing programs as it relates to planning, demographic and geospatial data and analysis.
