Introduction

The Department of Labor, Licensing and Regulation (DLLR), Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates for PROGRAM MANAGER II to Support the Office of Workforce Development (OWD) and statewide One Stop Operations with the development, implementation and evaluation of the Business Services unit. Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy. This is a Management Service position.

Main Purpose of Job

To support the Office of Workforce Development (OWD) and statewide One Stop Operations with the development, implementation and evaluation of the Business Services unit, including creating and maintaining employer relationships, utilizing labor market research to inform outreach strategies, developing innovative ways to market business programs and services.

POSITION DUTIES

The duties of this position include, but are not limited to, the following:

Responsible for Maryland’s Business Service Programs and staff training offered across the state.

Evaluates processes and delivery methods for compliance with State and Federal laws, regulations and program guidelines; assists with providing direction and technical assistance as required.

Main point of contact for state business service program and layoff aversion strategies. 

MINIMUM QUALIFICATIONS

Possession of a Bachelor’s Degree from an accredited college or university in Business Administration or Human Services or a combination of military and/or educational  experience functionally equivalent to a Bachelor’s Degree.

Six years of experience in an administrative or professional work capacity.  Two years of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

DESIRED OR PREFERRED QUALIFICATIONS

Prior business development and/or workforce development experience.

Prior experience leading a regional team.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
