Introduction

The Public School Construction Program, a State agency has a position available for a Maintenance Inspection Program Manager.

This is a Management Service position which serves at the will of the Appointing Authority.

Main Purpose of Job

This position manages the Maintenance Inspection Program of the Public School Construction Program (PSCP), including oversight of the activities, services and work products of the maintenance inspection team.  The Maintenance Inspection Program evaluates and reports on the maintenance efforts of the Local Education Agencies LEAs) and represents the agency on all matters related to the agency's oversight and leadership role in school maintenance.  This position reports to the Deputy Director of the agency.

POSITION DUTIES

Supervises and leads two (2) staff maintenance inspectors who perform over 200 annual maintenance inspections, and provides analysis and writing of post-inspection reports and correspondence to school system officials, the Interagency Committee on School Construction (IAC), and the Board of Public Works (BPW).  This position initiates and schedules other team activities throughout the year in order to maintain and enhance a high quality of maintenance reporting and to achieve the overall completion schedule.

Position will require availability to work occasional extended hours as required to meet deadlines; strict adherence to confidentiality conventions; effective communication and coordination with supervisor at all times; team management and leadership; the exercise of quality writing skills; access to high-speed internet connectivity at employee's residence; and use of the employee's personal vehicle to occasionally travel to and stay overnight in all parts of Maryland.  (Mileage will be reimbursed.) 

A word processing and a spreadsheet exercise will be required at the time of interview.

MINIMUM QUALIFICATIONS

Education:  Associate's degree or comparable educational qualifications.

Comparable educational qualifications include possession of certification or professional licensing in fields such as mechanical maintenance or construction, electrical maintenance or construction, code compliance, fire safety, and/or similar fields in the facility building and maintenance industry.  

Experience:

Four years of experience working as a maintenance program officer or facility manager for multiple facilities, or a single major building for a public owner or large institutional owner.  

or

Four years of experience working as an architect, engineer, or similarly qualified professional.

Note:

Candidates may substitute comparable experience that demonstrates knowledge of building components and maintenance principles and practices, such as management of a maintenance or construction-related business, or a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of maintenance inspection techniques;

Familiarity with public school design and operations;

Demonstrated experience writing documents that include observations, evaluations or analysis to explain or advance an overall objective of an organization;

Familiarity with the operations of Maryland State government;

Familiarity with Microsoft Word, Excel, and Power Point; Google Chrome; database applications; and project/program management applications.
