Main Purpose of Job

This position manages the statewide License Plate Recognition (LPR) Program within the Maryland Coordination and Analysis Center. The position is responsible for facilitating the central collection of scanned LPR data collected by Maryland law enforcement, providing a common infrastructure used to query the data in support of criminal investigations, public safety and for the protection of critical infrastructures.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor's degree from an accredited four year college or university.

. 1. Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs and one additional year of experience in planning for the required education.  

2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for two years of the required experience.  

3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs and one additional year in planning for the required degree in Planning.  

4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.  

5. Candidates may substitute a Ph.D. from an accredited college or university in Planning, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs for one year of the required experience.

 6. Candidates may substitute a Ph.D. from an accredited college or university in Planning for the required education and two years of the required experience.

7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.  

Experience:  Five years of experience in program management with at least two years in the development and management of a law enforcement (police) program which included the significant use of data collection and analysis.  This experience should have also included using data collected to prepare detailed reports, charts, graphs and/or maps and make timely recommendations.

NOTE:  Candidates may substitute additional experience in program management on a year-for-year basis for the required education.

SPECIAL REQUIREMENTS

1.  Employees are subject to call 24 hours a day and, therefore, are required to provide the Department with a telephone or pager number where they can be reached.

2.  In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification are subject to an initial drug screen and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum qualifications will be placed on an eligible list as a qualified candidate.  The list will be used by the hiring manager to select the individual to fill the vacancy.
