LOCATION OF POSITION

This position is located in the Facilities Operations & Maintenance Division of the MD Department of General Services at 301 W. Preston Street, Baltimore, MD  21201.

Main Purpose of Job

The main purpose of this position is to assist the Superintendent of Baltimore Public Buildings and Grounds to plan, organize, direct and control all maintenance, preventive maintenance activities and building services pertaining to all aspects of facilities management of operations for the Baltimore State Office Complex. The Baltimore Public Buildings and Grounds office complex consists of four (4) office buildings that encompass 1.4 million square feet of occupied office space (201, 300, 301 W. Preston Street and 2100 Guilford Ave.). The buildings house over 5,000 State employees. There is also a main power plant and electrical sub-station as part of the complex that provides heating, cooling and electricity to the complex.

POSITION DUTIES

Program Manager I is managerial level of work responsible for directing programs unique to the agency. Employees have supervisory or managerial responsibility for the work of other employees.

Duties for this position include but are not limited to:

- Assist and support the Superintendent in managing the daily administrative, personnel and fiscal responsibilities of the facilities and maintenance department including the Main Power Plant.

- Oversee and directly supervise the Maintenance Supervisor as well as the administrative staff.

- Establish and maintain filing systems, prepare correspondences for scheduled building outages and functions.

- Monitor purchase orders and credit card purchases.

- Manage the departmental budget under the guidance of the Superintendent.

- Manage the monthly budget spreadsheets and track all monthly expenditures, encumbered contractual expenses and overtime costs.

- Oversee contractors, contracts, contract renewals, work order requests and maintenance request distribution and completion. 

- Responsible for all personnel duties, distribution and collection of accurate bi-weekly time sheets; and oversee the Overtime Report.

- Updates employee position descriptions and conduct Performance Evaluations.

- Update programs for emergency preparedness.

- Preparing annual Preventive Maintenance and Project Justification reports for Construction Division.

MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of State high school equivalency certificate.

Experience: Five years of full-time experience, or its equivalent, in a responsible administrative capacity in the operation of a large public building, hospital, educational complex, industrial plant or large commercial structure, four years of which must include responsibility for fiscal planning, contract negotiations, office management and supervision of maintenance personnel.

This recruitment is limited to applicants willing to accept employment in Baltimore City, Maryland.

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
