Introduction

The Maryland Health Benefit Exchange seeks an energetic Broker / Producer Operations manager to function as part of a diverse and committed customer service team.

Main Purpose of Job

The Manager of Broker Services / Producer Operations is responsible for oversight of relationships with authorized agents/brokers to ensure continual satisfaction, training, compliance and long-term participation with the Exchange.  Meets regularly with agent/broker trade associations and brokers to discuss partnership and performance issues. Provides training on Exchange policies and procedures. Updates internal Exchange stakeholders as appropriate.  Provide daily management of all Broker Services functions including:

·   Authorization of new agents & brokers

·   Management of relationships and support of authorized agents & brokers

·   Training of agents and brokers (in conjunction with Marketing & Outreach)

·   Retention of authorized agents/brokers

·   Recommendations for increased functionality for producers in the marketplace website

POSITION DUTIES

Oversee and develop programs to encourage authorization and re-authorization of new agents & brokers as sellers of exchange plans. 

Manage relationships with authorized Exchange insurance agents & brokers to ensure long-term participation with the Exchange.  Provide support to agents and brokers

·   Participate in and/or facilitate meetings with Broker Council, trade associations and

·   Respond to agents & brokers to ensure they have full understanding of their role, Exchange product offering, tools and policies/procedures for authorization. 

 

Monitor and report on agent & broker key areas including (but not limited to):

  • Agent/broker appointment status with carriers
  • Volume of exchange authorized Agents/brokers
  • Performance of authorized Agents/brokers
  • Compliance Agents/brokers
  • Support of producers by call center operations and escalated cases team

 

 Manage Business Operations staff responsible for Agent/broker data management.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Five years’ experience as an Insurance Broker or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned or non- officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.(up to 4 years of education) and (2 years of experience).

DESIRED OR PREFERRED QUALIFICATIONS

1. High level of technological proficiency, including working with large datasets and in Excel.  Ability to learn new software applications quickly and with little training, and to work in a number of different software applications at once.

2. Excellent verbal and written communication skills with a focus on customer service oriented and problem solving communication.

3. The ability to work with a high degree of initiative and self-reliance and to coordinate tasks with other team members.

4. Knowledge of the Affordable Care Act and implementing regulations.

5. Experience in the health insurance industry.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
