Main Purpose of Job

This position services as the Director of Administrative Services for the Allegany County Health Dept.  The main purpose of this position is to direct the administrative services of the Allegany County Health Department (a large-sized health department).  Under the supervision of the Health Officer, this position performs the administrative duties relating to the daily operation of the Allegany County Health Department with an operating budget of over $22.3 million and over 300 employees.  Job duties will:  monitor and manage 55 State and federal grant projects. This position will plan, organize, and manage the health dept. budget; Supervise and direct fiscal & administrative staff of the agency, which includes billing & collections, purchasing, accounts payable, vital records, IT, and HR; Approve for payment all agency purchases, services, and accounts payable via statewide FMIS online accounting system; and, prepare & submit medical grant, monitor expenditures, prepare quarterly reports and requests for funds, and prepare year-end reports and reconciliation.

MINIMUM QUALIFICATIONS

Qualified applicants will possess a bachelor's degree from an accredited college or university in a business related field (ex. accounting, business administration) and five years of administrative experience, three years of which must have included responsibility related to budget, accounting, personnel, or related matter, and two years of supervisory experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with State FMIS system preferred.
