This is a Special Appointment Position and serves at the pleasure of the appointing authority

A Maryland Correctional Enterprises (MCE) Plant Supervisor is the supervisory level of work involving the security, training and supervision of adult inmates engaged in technical and production work of an industrial shop located in a correctional institution.  Employees in this classification have overall responsibility for a shop operation and directly supervise three or more MCE Officers.

LOCATION OF POSITION

The vacancy currently exists at Maryland Correctional Enterprises, Western Correctional Institution, Cumberland, Maryland (Allegany County).

Main Purpose of Job

This position is responsible for the organizing and overseeing the production of Maryland Correctional Enterprises (MCE) product(s) in area of responsibility. This position is also responsible for the operation and administration of the Laundry Service for Western Maryland Region.

POSITION DUTIES

Production

  • Plans and schedules production operations.
  • Coordinates the delivery of finished products to customers.
  • Plans for and implements production of new or modified products.
  • Inspects plant facilities to determine efficiency of operations and inmate training.

Administration

  • Briefs subordinates on changes in MCE, institutional or Division policies, activities and incidents, staffing and personnel changes.
  • Formulates and recommends policies and standards governing production operations.
  • Establishes and maintains a uniform production and inmate training record system.
  • Oversees a preventive maintenance program.
  • Prepares reports for Regional Manager, Customer Service, Operations Manager and Fiscal Department.
  • Responsible for control and management of all plant assets to include equipment, raw materials and supplies.

Safety & Security

  • Enforces safety, security and fire regulations
  • Maintains procedures for tool control and toxic or hazardous materials.
  • Reviews and takes proper actions relative to inmate complaints and infractions.

MINIMUM QUALIFICATIONS

Education:  High school diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: Five (5) years of experience in furniture construction and assembly in a manufacturing environment.

SELECTIVE QUALIFICATIONS

Two (2) years in a supervisory position in a manufacturing environment.

You must meet the minimum and selective qualifications to qualify for this position.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Working knowledge of manufacturing planning, quality and inventory control.
  2. Background in material handling, purchasing and stock control is a plus.
  3. Experience scheduling expenditures; analyzing variances; initiating corrective actions.
  4. Experience determining product handling and storage requirements; developing, implementing, enforcing and evaluating policies and procedures; developing processes for receiving product, equipment utilization, inventory management, and shipping.
  5. Experience operating: table saw, cnc, planer, edge bending machines and radial arm saw. Machine set ups and preventive maintenance experience a plus.
  6. Ability to read prints, diagrams, drawings and other technical documents.
  7. Must be computer literate including basic knowledge of MS Office Suite software applications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

(1) Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

(2) Specific educational requirements and other selections standards are set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 or the Annotated Code and are listed in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01.

(3) Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.  

(4) Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission (Correctional Services Article, Section 8-209).

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
