Main Purpose of Job

This position serves as the coordinator responsible for Maryland Early Childhood Family Engagement Project, herein referred to as the Project, to improve early childhood family engagement in Maryland in accordance with the goals and objectives of the W.K. Kellogg Foundation Grant awarded to the Maryland Department of Education (MSDE). The position directly oversees the development and maintenance of the project that includes web related activities to meet project goals, such as developing a communications plan, linking social media to family engagement strategies, and supporting local initiatives; providing technical assistance to local school systems, the Maryland Early Childhood Family Engagement Council, the State Early Childhood Advisory Council (ECAC), local early childhood advisory councils (LECACS), and sub-grantees/contractors; reporting; and producing an evaluation of the project.

POSITION DUTIES

Plans and coordinates decision-making  in accordance with the goals and objectives of the Grant Proposal and MSDE Family Engagement policy and procedures; leads the development and maintenance of the family engagement website and social media channels; maintains and updates MSDE and DECD website materials relevant to the Project; Plans and produces an evaluation of the family engagement website; communicates with Coalition, ECAC Council members, local school systems, child and family service providers and local and State agencies on early childhood family engagement activities, publications, and events; provides case management, monitoring, and evaluation of the grants and contracts issued to perform the work of the project; monitors grants and contracts to ensure compliance with program specifications, fiscal/spending requirements, and Minority Business Enterprise requirements.

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor’s Degree from an accredited college or university in Communications, Education Administration or a closely related field is required. 

EXPERIENCE:  Two (2) years of professional experience in web content management systems and social media.  

NOTES: Applicants may substitute graduate education in business, accounting, economics, finance, political science or public administration at a rate of 30 credit hours for each year of experience. Applicants may substitute additional experience on a year for year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

A Master’s Degree.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
