This position will be serving the following counties:  Anne Arundel, Calvert, Charles, & St. Mary's

Main Purpose of Job

Plans, develops, recommends and coordinates initiatives to promote competitive employment outcomes for individuals with significant disabilities through business partnerships, marketing activities, staff development and the provision of technical assistance in support of the Division's goals and objectives.

POSITION DUTIES

Promote and market the employment of persons with significant disabilities by developing active partnerships with business related organizations such as Chambers of Commerce, Society of Human Resource Managers (SHRM), Business Leadership Networks, Community Colleges, One-Stop American Job Centers and Economic Development offices.  Provide technical assistance and training to businesses regarding interviewing and hiring persons with disabilities, disability tax credit opportunities, the ADA and related employment laws, and reasonable accommodations.  Coordinate customized training and work-based learning opportunities with businesses and DORS staff.  Consult regularly with VR Specialists to provide technical assistance for individual consumer employment goals and job readiness.  Facilitate employment-related workshops on job readiness for DORS consumers.  Provide resource information and consultation on a regular basis regarding labor market information, trends, economic development, and workforce opportunities to support regional staff providing career guidance for persons with significant disabilities.  Serve as an integral member of the agency’s statewide business services team.  

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree.

Experience: One year of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.

Notes:

1.  Additional experience as defined above directly related to the position may be substituted for the required Bachelor’s degree at the rate of one year of experience for one year of education.

2. Possession of a Master’s degree may be substituted for one year of the required experience.

3. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

SELECTIVE QUALIFICATIONS

Knowledge of: local business organizations: business operations; economic development initiatives; practices relating to job search and employer outreach activities; laws and regulations governing the vocational rehabilitation program, workers’ compensation, social security and social services.  Ability to: communicate effectively with different professional populations; meet established performance standards; develop and deliver group employment programs; evaluate the job readiness of persons with disabilities; provide basic information on possible worksite accommodations and analyze and interpret medical; psychological and vocational area reports.  Skills to: operate an automated client

DESIRED OR PREFERRED QUALIFICATIONS

One year of professional experience in business and/or job placement and job development or professional experience in a behavioral or social science related field.  Bilingual skills preferred.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
